How to build a road tunnel below railway?

I can build railway or road bridge over railway and road. but ,how to build  a road tunnel below railway?

Drag a road then press N and M to lower it or raise it at the middle.

You can also lower it with the little arrow key (indicating the hill of the road).

Its not the same thing. Little arrow does not raise or lower at middle but does it the whole length.

Actually it lowers it at the end point – given the context of your discussion.
