More logical industry placement

Factories should generally be either near towns or at least in easily accessible areas (like next to a river or lake).  No one would ever build an oil refinery on top of a mountain when there is tons of flat land free for the taking.

Resource producers should be near their resource… iron ore and coal mines should tend to be a higher elevations. Forests should be in….forests. Not on a flat grassy plain.
