Try to ship more goods Bug!?

Hi, I have a rail system where an iron/coal factory will get to 50 (production) and start saying “Try to ship more goods” even when I have trucks moving goods and they are only half loaded. Why is this and how do I boost the production. (p.s. the goods are only going to one city if this maters)

This simply means that the factory is looking for more customers. Either you have to wait until the city grows or you have to connect a second city. You can see the cities demand and how well it is met when you click on one and look at the values next to “Cargo items supply”.
