I highly doubt you will have much fun with it as soon as people start driving cars…
For comparison: I have an A10-7850K with 16gig RAM.
Currently the year is 1920 on my first (medium) map with most cities connected and bus and truck lines everywhere. After loading you need to look around at the map … obviously it has to load some stuff for the first time doing it. The fps will rise to an OKAY-ish level. For me it is never fluid but sufficient. My system is low end but definetly more powerful than yours.
@JSchultz: I have 2 trains with 10 wagons each connected to 4 industries in a row (coal, ore and 2 of the product city). Trucks transport the goods to the near city. You are doing it wrong.
