I’ve got the same problem, but I don’t know if it has to do with the maintenance costs floating over the vehicles.  The end of the month is also when the cities expand on their own and build new houses.  My game is actually crashing now at the end of the month.  Sometimes I get a video card error, sometimes I don’t.
