[Bug] Startup problems, while having connection issues

When my PC has connection issues to the internet, but steam still is in online mode and you try to start the game this hapens:

All buttons are grey and you cant click anything.

It is 100% reproduceable, just open steam in online mode, turn off your router/dissconect from your local network and open train fever.

If you switch in offline mode, it works as intended.
