Cargo Capacity

I have notice I big problem with Cargo

 

There are a small cargo stop

and

a big cargo stop

 

the problem ist the smal cargos top have a maximum what can wait there (16)

and the big one only 12

 

my question why exist a truck with 20 capacity but the station can hold more ?

 

can someone explain me where i can change that in the mdl data ?
