Flickerin menu on Launch Steam

Played this game some time ago when my machine was running windows 8.1

I’ve since installed a new graphics card and windows 10

 

When I try and launch the game now I get stuck with a flickering menu screen that I can’t seem to do anything with but end-task

 

Yes, I’ve verified the local files with Steam

Any suggestions?

My current setup is

AMD FX(tm)-6300 Six-Core Processor
System Memory 16 GB

Windows Version
Windows 10 (64 bit)
