I have just bought new computer and have put the wrong graphics size in when I have opened it in STEAM have tried removing local file and starting again but still only a small segment of start menu anybody advise please

If by graphics size, you mean resolution?;

You can manualy set it in the settings.lua found in:

~/Steam/userdata/<user#id>/304730/local/settings.lua

down at the bottom you can change it : x, y,
