I built a new computer to play all my games on the highest settings, and to have a bunch of stuff happening with no FPS loss.

It’s an i7-5820 @ 4.0 Ghz (oc)

AMD R9 290x.  4gig

16 gigs DDR4

Asrock X99 Extreme 47 mobo

 

And I’m not getting better FPS than my old system did on the same settings. Is it me? Or is this game really just not optimized?  Is there any Mantle support? Would Mantle even make a difference?

You can throw as much GPU at it as you wish, it is not going to help. Sadly, it is not threaded, so no core scaling.
