Can passengers cross the road?

    If I am running a bus or tram service in a circle on one side of the road..  will passengers cross the road to catch it, or do I need one running in the other direction as well.

    Yes, they will cross at the cross walks (white lines) if the road has no cross walks they will cross across when needed.

    Well you know pedestrians, they cross the streets whether there is a designated pedestrian crossing :p

    You can use two public transport lines to serve each way of a ring line. The passengers will take the line and thus direction, which provides faster transport to their destination.

    You can also use one line to run a ring in both directions, .. station – stop 1 – stop 2 – stop 3 – station – stop 3 (being the one at the opposite of the road) – stop 2 – stop 1.
