I have this set up:
Oil field sends to refiery 1: 4 minutes trip time, 1 train (65kph),
The same oil field sends to refinery 2: 9 minutes trip time, 1 train (100kph)
Sooner or later the second refinery stops getting supplied and it lingers at about 20 units, although it has demand of 60 units. The first refinery is supplied fully, but since it can only supply max 27 units to the nearby city, it reaches its potential quickly.
The problem is that the oil field stops growing (at about 50 production units) after reaching the max potential of the first refinery, even though it should have enough demand to reach almost 100 units.
