    Game doesnt calculate personal commuters by car when theyre in a traffic jam. If it would, much more calculation (slower game) would be needed. Therefore, travveling by car will almost always be faster.

     

    You can delete the road connection between the cities. I have done so to stop traffic jams. Im not sure of any other changes.

    It would be better if the buggy traffic behaviour would be fixed by the developers, so we can compete the cars with an efficient public transport system. 😉
