There is easily some confusion here. Raw materials (oil, wood, ore, and coal) go to factory sites (outside of cities) which make goods. Goods are delivered to Industry lots in cities where they are turned into items that are purchased by consumers that live in Residential lots from Commercial lots. Goods are fungible – what goods go to which Industry lots in cities is unimportant.
